I think it's made for people who want to eat alone with someone in a wheelchair.
I'm pretty sure if it was, the table would have a little handicapped sticker on it EDIT: HANDICAPPED TABLES ALWAYS HAVE STICKERS! IM NOT CRAZY DAMNIT
I don't think they are required to have the stickers, but they often do. My wife and I remarked on them just this past weekend, we'd never noticed. You're not crazy. Still, people with a handicap can sit wherever convenient, sticker or no.
"Oh damn. I was gonna sit here with my friends, but since it doesn't have a sticker saying that, I'm obviously not allowed to put my wheelchair and myself here. Oh well."
The ADA doesn't say anything about having to have signs on the tables. Just says that at least 5% and not less than one table shall be accessible. Section 5.1 deals with restaurants, and in other sections it specifically mentions having signs and where to put them, there's nothing like that in 5.1
